Procedural and organizational Rule of the Association KOLUMBUS

Further Board apart from the Statutes of the Association KOLUMBUS are:

I. Executive Official

1. Executive Official is elected and removed by the members' meeting of the Association.
2. Executive Official is 1st representative of the Director of the Association.

II. Economist of the Association

1. Economist of the Association is elected and removed by the members' meeting based on selection procedure of the Director of the Association and of the Executive Official.

2. Economist of the Association is the 2nd representative of the Director.

3. Economist of the Association checks the fulfilment of conditions in the donor ´s Contracts.

4. Economist of the Association is responsible for:

   1. the management of the economics of the Association,
   2. it closely co-operates with the Supervisory Committee of the Association,
   3. it fulfils all the duties resulting from the working content which is inseparable co-part of his/her Working Contract.

III. Project managers

1. Are elected and removed by the members' meeting of the Association.
2. They submit in co-operation with Executive Official and the Economist of the Association projects.
3. They are responsible for the management of their project.
4. They manage in co-operation with the Executive Official and the Economist of the Association their projects.
5. They inform Executive Official and the Economist of the Association about the course of the Project.
6. They elaborate final and preliminary Reports about their projects.
7. They propose the affiliated management co-ordinators of the projects.
8. They co-operate with the webmaster.

IV. Press Officer

1. Is elected and removed by the members' meeting of the Association.
2. He represents the Association in contact with media.
3. He informs public about the activity of the Association based on authorization of the affiliated management of the Association.
4. He promotes the activity of the Association and takes part on the production of promotional materials.
5. He co-operates with the webmaster.

V. Co-ordinators of the Projects

1. Are nominated and removed by the Director of the Association, Executive Official and the Economist of the Association.
2. These are co-ordinators according to the actual situation of the Association.

VI. Fundraiser

1. He is elected and removed by the members' meeting of the Association.
2. He creates, assigns and co-ordinates the creation of the Projects.
3. He cultivates relationships with the donors including the correspondence.
4. He is active especially in contact with members of the second Chamber of the Association which is concerned with the economical support.

VII. Chief of Foreign Affairs

1. Is elected and removed by the members' meeting of the Association.
2. He constantly gathers information about mental health from abroad (important articles, meetings abroad, important individuals, laws from our area) in such a way that the information is available to all without respect to the fact who actually travels abroad.
3. He gathers information from the Internet, from foreigners arriving to us, from members of the Association travelling abroad and from the e-mail correspondence.
4. In case of need he purposefully finds out information together with the webmaster of the Association.
5. After the consultation with the affiliated management of the Association he assigns translations of foreign magazines or other necessary texts.

VIII. Chief  of the Subsidiary

1. Is elected and removed by the members' meeting of the subsidiary of the Association.
2. He summons and leads the negotiation of the members of the Subsidiary.

IX. Activity Reports

Director of the Association, Executive Official, Economist of the Association, Project Managers, co-ordinators and the Chiefs of the Subsidiaries submit at least 1x a year in a members' meeting Activity Report for the previous accounting period, at latest till 30th June of the respective year.

X. Competencies of the Members' Meeting

Members' meeting has following competencies:

1. It approves the Statutes of the Association and their amendments, eventually supplements.
2. It ballots the Director of the Association, Executive Official, Economist of the Association, Project Managers and further representatives of the Association.
3. It elects by secret ballot members of the Supervisory Committee.
4. It determines the amount of members' contributions and the date of their due date if they are approved.
5. It decides about the extinction of the Association or about merger with other organization.
6. It can accept or exclude members of the Association or to suspend a membership.
7. If the members' meeting does not gather in required quantity, all the present members of the first Chamber of the Association overtake the competency of the members' meeting.

XI. Competencies of the Director of the Association

1. He maintains the activities of the Association.
2. Together with Executive Official and the Economist of the Association he decides about interview with the member or issuing reprimand to a Member.
3. If the members' meeting does not gather 3 times in a sequence, the affiliated management of the Association can decide about the extinction of the Association KOLUMBUS.
4. He supervises the assets and approves account balances.
5. He delegates members of the Association as his representatives to legal persons whose proper member the Association KOLUMBUS is.

XII. Competencies of the Supervisory Committee

1. Supervisory Committee checks the compliance with the Statutes and the Procedural and Organizational Rules and reminds the Director of the Association or members' meeting of eventual breaches.
2. Supervisory Committee checks economic activities of the Association KOLUMBUS, reminds the Director of the Association of deficiencies and proposes how to remove the deficiencies.
3. Once a year he elaborates Annual Report which he submits the members' meeting.

XIII. Sanctions for the breach of the Procedural and organizational Rules of the Association

Sanctions which are issued by the Director of the Association:

1. interview with the Director of the Association,
2. reprimand from the Director of the Association.

Sanctions which are issued by the members' meeting:

1. warning reprimand by the members' meeting,
2. suspension of a membership,
3. exclusion in the sense of the Statutes.

XIV. Membership in the Chambers of the Association

Member of the first Chamber of the Association KOLUMBUS becomes such a member which has own (personal) experience with the psychiatric care.

Member of the second Chamber of the Association KOLUMBUS becomes such a member which has intermediated experience with the psychiatric care  (does not have own experience with the psychiatric care). It can be relative, patient, an employee who often appears among the users of the psychiatric care i.e.
